BEE Certificate
BEE stands for Bureau of Energy Efficiency. It is a government agency that works under the aegis of the Ministry of Power. It aims to advocate the energy conversation and sustainability among the masses, stakeholders, and manufacturers for a better future.
Also, it helps customers select energy-efficient products with the help of a star rating. Securing a BEE certificate enables manufacturers to affix star ratings (1 to 5) on their products.
What is the Star Rating?
Manufacturers of the notified electrical appliances in India are required to mark their products with a star rating issued by BEE. The star rating indicates how power-efficient the product is. This rating ranges from 1 to 5 stars, with five being higher.
Similarly, a 1-star product is deemed the lowest one, reflecting the product's inability to take low power. Presently, BEE has listed ten products under the mandatory rating scheme. That means manufacturers of such products must secure BEE approval before selling these products.
List of Notified Products that mandatorily require BEE registration
The following products fall under the BEE certification. Upon applying for BEE certification, these products shall undergo standardized tests performed by the certified lab.
- Electric Geysers
- Color TV
- LED Lamps
- Frost Free (No-Frost) Refrigerator
- Room Air Conditioners
- Distribution Transformer
- Direct Cool Refrigerator
- Variable Capacity AIR Conditioners
- RAC (Cassette, Ceiling, Floor Standing Tower, Corner AC)
- Tubular Fluorescent Lamps
Paperwork Required for Product Testing under BEE Registration
The following paperwork is required for product testing:
- Proof concerning the production premises’ address
- Copy of factory registration, reflecting product covered, address, and scope of production
- User manual with sample for testing
- BIS registration copy, reflecting the expiry date and list of all models.
Paperwork required for the company/brand registration under BEE certification
The following documents are mandatory for brand registration:
- A cover letter in the standardized format
- Properly filed company registration form with owner’s signature and company’s seal.
- Agreement (on the Rs 100 non-judicial stamp paper) between BEE and the User of the label.
- Trademark registration
- SSI certificate (for those falling under small-scale industry and applying for the first time)
- QMS (ISO 9001)
- BIS registration
- Authorized signatory letter
Note: Arrange the paperwork in the recommended order. Make sure the documents are self-attested and have the authorized person’s signature along with the company’s stamp. The loosely clipped paperwork shall not be acceptable if you opt for the offline mode.
How to Apply for a BEE Certificate?
Following is the detailed procedure for securing BEE certification in India:
Step 1: Testing of Product
The sample testing is the first step in this process. It determines the energy consumption rate of the product. This report shall be the testament for the model approval. The NABL-accredited lab should perform the test. Generally, a product sample is exposed to two different tests, namely:
- Performance Testing - All items - These tests are performed to determine the power efficacy of the product sample. Depending on how the sample performed, the relevant star rating shall be assigned.
- Safety Testing - The sample that falls under the scope of BEE and Indian Standards is exposed to safety testing. This test shall clarify whether the sample is safe or not from the consumer’s viewpoint.
STEP 2: Brand/Company Certificate
To secure brand registration, feel free to abide by the given steps:
- Arrange Documentation - Arrange the required documentation. Thereafter, head to the BEE portal and register your brand. Do not forget to pay the security fee online
- Submit application - it’s time to file the application both offline and online mode. Share the hard copy of the application with the BEE, along with the paperwork authenticated by the applicant. If the concerned authority seeks clarification on any subject matter, do the needful to prevent processing delay
- Documents Vetting - The application shall undergo rigorous vetting for any non-compliance and misinformation. The same goes for the attested paperwork.
- Grant of Login Credential - If the paperwork and the application come out clean and error-free, the authority shall issue the login credentials for the applicant
STEP 3: Model Registration
Make sure to follow the given steps to secure a model certificate governed by the BEE:
- Documentation: The document (mentioned in the above step) is arranged in this step. Orecenrate the applicable paperwork and share it with the authority.
- Test report: Product testing is the next step in this process. Here, two types of tests, i.e., safety and performance tests, shall be performed by the certified lab.The test report should make its way to the authority for further processing
- BEE Sample Label preparation: A single test is performed as it helps pen down the based BEE Sample level. It renders key insights into the product's efficacy and cost-saving potential.
- Model Registration (web-based/offline submission): Applicant must file prescribed application (offline and online) with the authority concerned as per the model. Pay the online fee concerning the model certificate. Send the duly filed application (hard copy) attested with all the paperwork to the authority concerned. Make sure that the paperwork encloses the authentication of the Authorized Signatory. Be in touch with the concerned authority to respond to any queries.
- Scrutiny of Application: BEE’s concerned department shall vet the paperwork for accuracy and compliance. Any misinformation, error, or disarrangement of documents can lead to the application rejection
- Grant of Approval: After successful vetting, the authority shall grant the BEE certificate, enabling the licensee to use the star label on their product
